If you are considering manufacturing in Guaymas or Empalme, the question that follows is how to get a plant running there. There are two practical routes. You can set up your own Mexican company and take responsibility for setting up and managing the local operation, or you can operate under a shelter arrangement.
Under a shelter arrangement, a Mexican company provides the operating structure: the IMMEX authorization, the employment of your workforce and the Mexican customs role. It also provides the agreed local support around your plant, from recruiting to the monthly filings, while you direct production. You control production, process and quality. Tetakawi is not a contract manufacturer.
Tetakawi provides that support in this corridor through two Manufacturing Campuses fifteen minutes apart: shelter services in Guaymas, at Roca Fuerte, and shelter services in Empalme, at Bella Vista.
The four walls of a factory only house the process. The environment around it dictates whether that process can actually run.

What shelter services cover in this corridor
Providers package this differently, so the scope is worth reading closely. Below is how the work divides in Guaymas and Empalme. If you want the model on its own terms, independent of any one city, start with how shelter services in Mexico work.
| Function | What runs on Tetakawi’s side | What you supply |
|---|---|---|
| People | Recruiting, employment administration, payroll, benefits, occupational health, union relations and employee transportation | Your headcount plan, your job requirements, your candidate selections and your production requirements, coordinated with the employer’s procedures |
| Entity, trade program and filings | The Mexican operating structure, the IMMEX shelter authorization and the registrations behind it, the monthly accounting, and the tax filings applicable to that structure | Your product classifications, your bill of materials, and your own tax position, settled with your advisors |
| Mexican customs role | The importer and exporter of record on Tetakawi’s side, and the entries an already appointed licensed Mexican broker files | Your part-level trade data, your carriers, and on U.S. bound shipments your own United States importer of record and broker |
| Site, buildings and permits | The Campus, its utilities, the site and building permits, base building maintenance, and the environmental and operating authorizations filed from what you supply | Your build-out, your equipment, and information about your processes, materials and layout needed for permit applications, with your own EHS lead alongside |
But what differs between providers is how much of this is already staffed and running rather than assembled once you arrive. Ask which of these functions a provider’s own people run at the site you would occupy, and how many other operations they cover.
IMMEX, OEA and ISO 9001 serve different purposes. IMMEX is the government authorization for duty-deferred manufacturing. OEA is a customs registration. ISO 9001 is a quality certification. Both Campuses carry all three, and it is worth asking who holds each one and what activity and location its scope covers.
What stays with you
You set the production plan, specify the equipment and the processes, and manage product validation and customer approvals. The provider runs the agreed local functions, within its legal responsibilities. Intellectual property ownership, access and confidentiality belong in the agreements themselves.
You also supply accurate operating and trade information, disclose the processes and materials that bear on safety and permits, and fund the costs assigned to you under the agreement. The tax and customs treatment depends on the authorizations held and the requirements applicable to the operation. Your advisors and Tetakawi’s team should confirm the treatment applicable to your operation.
With Tetakawi, we’re taking the burden of indirect labor, hiring, training, laws, and import and export off our plate. I can focus on production, on growth, on the culture of my plant and the culture of the region.

The two Campuses, fifteen minutes apart
Roca Fuerte sits in Guaymas and Bella Vista in Empalme. On each one, the teams that recruit for you, prepare your customs entries and file your permits work on the Campus itself. They sit a few minutes from your building, alongside the people who run the property. Guaymas and Empalme are one labor market.

employees supported on the Bella Vista Campus
- Roca Fuerte, Guaymas
- Heat treat, plating and testing run on site, minutes from your own dock, and the CEFTA training center on Campus develops CNC and precision-machining talent. Guaymas has spent twenty-five years developing a workforce experienced in machining and engineering, and the Campus supports 20-plus international manufacturers. Space is expanding as new buildings come online, so raise timing early.
- Bella Vista, Empalme
- Tetakawi has been in Empalme more than 40 years. The Campus carries a clinic, a daycare, a sports complex and regional bus routes, alongside 15-plus international manufacturers. Water comes from desalination and reclamation plants on the property, which matters for a water-intensive process. Move-in-ready Class A buildings are open now, plus land to build on the standard footprint of about 35,000 square feet.
The electrical, gas and water figures on each Campus page are the supply at the site, not an allocation to your project. Send your connected load and your process utilities, and we will tell you which building can meet your requirements and schedule. If the other Campus fits better, that is the one we will build the case for. What it costs and how it is charged is covered in what shelter services cost in Mexico.
There is room to grow on either Campus. The BAE Systems operation at Roca Fuerte describes starting with 350 people in one building and now running three buildings with nearly 800, all on one Campus. If you are still weighing the two towns themselves rather than the shelter question, the local facts are in manufacturing in Guaymas and manufacturing in Empalme.
Getting material across, and who answers for it
Both Campuses sit on four-lane Highway 15, about 250 miles from the Nogales crossing from Guaymas and 260 from Empalme. Your own carriers move the freight. Tetakawi’s cross-dock in Tucson is a hand-off point between your U.S. and Mexican carriers, which lets a partial load travel as part of a full one. The deep water Port of Guaymas is fifteen minutes from Bella Vista and nearer still to Roca Fuerte, if inbound material arrives by sea.
Under this arrangement the importer and exporter of record in Mexico is on Tetakawi’s side, which makes it the party Mexican customs holds responsible for the declaration. The trade programs underneath it are already held and kept current, and the licensed Mexican broker is already appointed and clearing loads for the manufacturers on the Campus. Entering the United States, your company is the importer of record and works through its own broker. You supply the part-level trade data and the inventory records required for temporarily imported goods.
Production equipment crosses differently from materials. Machinery, tooling and oversized loads carry their own documentation, and that plan gets built against your installation date rather than after it. More in logistics.
We ship around seven trucks a day, so getting them to the border is a very strategic point. Right now it’s very transparent, it goes smooth every day, and for me it’s seamless.

What the working relationship looks like after launch
Payroll runs and payroll receipts are issued. The accounting is filed monthly, and each permit comes up for renewal on its own date. Tetakawi manages the agreed administrative work, working from the operating information your team supplies.
Recruiting and employment support were running before you arrived. Recruiters have been hiring around the Campus for years. The union agreement is already signed and managed day to day. The buses are already on their routes, carrying more than 6,500 employees a day across the region. TE Connectivity has run at Bella Vista since 1989, on a workforce drawn from that pool.
Your team reviews candidates and operating reports and makes the decisions that remain yours. You run the floor. Recruiting and employment support is in workforce, and the filing calendar is in compliance.
What determines your start date
How long it takes to get started
3 to 6 months
That is the typical range for a shelter arrangement. On an established Manufacturing Campus, where the building and the teams already exist, a well prepared operation can get started in as little as 30 days. Standing up your own Mexican entity, registrations and permits independently runs eight to eighteen months.
These are planning estimates. If you are moving into a building that already exists, the power, water and gas are already at the Campus. Your schedule from signing is then set largely by your own build-out and equipment lead times. A new building on either Campus runs about six months, subject to the specification and a confirmed schedule. Started means the space, the legal framework and the workforce infrastructure are in place and ready for your equipment. It does not mean finished product is leaving the dock, which depends on your installation, your validation and your customer approvals. Industrial space and facilities has the building detail.
Your production start date also depends on staffing, equipment installation, process validation and customer approvals. Send your connected load, your process utilities and your target production date, and those are the inputs we work from.
What to settle before you sign
Five questions worth putting to any shelter provider in Sonora, us included.
- Which building, and what does it deliver on your date
- Not the Campus specification. The building. Ask for the electrical allocation, the confirmed gas and water availability, and the date each one is committed to you in writing.
- What the recruiting record shows for your roles
- Ask for time to fill and retention on positions like yours, with the roles and the period named. A regional headcount is context; results are evidence.
- Who is actually here
- Ask where the recruiting, trade and HR people serving your operation actually sit, and how many operations they cover.
- Which authorizations cover your activity
- Ask which authorization or registration covers the activity you plan to run, at the location you plan to run it, and who holds it.
- What each side carries, in writing
- Who is the employer of the workforce, who is the importer of record on each side of the border, and how trade data errors get handled. Ask for the clause rather than the answer.
Common questions about shelter services in Guaymas and Empalme
How do we confirm the services and infrastructure our process needs?
Send the process, the connected load, the utilities it depends on and your target production date. Those get checked against what is available at each Campus and the services already running there. What comes back is which buildings could work, on what dates, and what still needs confirming.
Are heat treatment, plating and testing available locally?
Yes. Roca Fuerte in Guaymas has heat treat, plating and testing on site, and a high-voltage electrical supply run to the buildings. That supply is the Campus figure rather than an allocation to your project, so confirm yours against your own connected load. Space there is expanding as new buildings come online, so raise timing early.
Do I need a Mexican company of my own?
Not under a shelter arrangement. You produce inside a Mexican company that holds the IMMEX shelter authorization, and your operation runs under it. Setting up your own operation independently, with the entity, the registrations and the permits, runs eight to eighteen months.
Who is the importer of record?
Under this arrangement the importer and exporter of record in Mexico is on Tetakawi’s side, working through a licensed Mexican customs broker. On shipments entering the United States, your company is the importer of record and works through its own broker. A provider description that gives you only one of those halves is incomplete.
Can we hire the people we want?
You set the job requirements and select candidates. The employer of record on Tetakawi’s side handles employment actions within its employer responsibilities, while you direct production. Hiring, performance concerns and termination requests follow the agreed procedures and applicable law.
Is this suitable if we plan to sell inside Mexico?
The shelter model is built primarily for export manufacturing. Companies expecting meaningful domestic Mexican sales or Mexican government business should settle the right structure with Mexican legal and tax counsel before choosing a model.
