Background

Tetakawi was founded in 1986 as The Offshore Group, opening its first Manufacturing Campus, Bella Vista, in Empalme, Sonora.

The company expanded to Saltillo, Coahuila in 1997, Guaymas, Sonora in 2000, Hermosillo, Sonora in 2020, and Mazatlán, Sinaloa in 2023. How the Campus Model Uses the Shelter Legal Framework

A foreign company that manufactures in Mexico on its own normally has to form a Mexican company first. That means incorporating, registering with SAT, Mexico’s tax authority, obtaining an IMMEX program, Mexico’s duty-deferred manufacturing program, and taking on an employer’s obligations under Mexican labor law.

A shelter is the legal and administrative framework that removes that step. The manufacturer operates under a shelter provider’s Mexican entity and IMMEX program instead of forming its own.

Tetakawi provides shelter services, and every Manufacturing Campus is built on that framework. What the Campus adds is the industrial space, workforce, logistics, and compliance teams, already running on one site.
